A DEVELOPMENT BY
The Public Consultation Is Now Closed
Thank you for all your comments! It is great to see the local residents and the community getting involved in the Land at Hospital Cross development proposals.
The public consultation has now closed. We have collated your comments and will be progressing the design for the scheme based on your feedback as well as information gathered from technical investigations and surveys.
This consultation website has been prepared to inform you about the future vision and proposed development for a new retail park on the edge of the built-up area of Hospital Cross, Helston.
Parsonage Developments seek to develop the land for Class E (commercial, service and business) use. This includes the delivery of an Aldi foodstore, a Range home and leisure store with associated garden centre and McDonald’s drive thru / to restaurant (Class E / Sui Generis). This range of retail uses respond positively to an identified need for such development and will serve Helston. The development will also deliver at least 250 jobs, education and skills opportunities to local people, and provide a significant economic boost to the area.
Directly associated with the delivery of the development is the former Class E Budgens retail store and associated car parking area within Helston Town Centre which Parsonage Developments owns. This store has remained vacant since XXX and there has been no interest from retailers to occupy it. Therefore, the intension is to change its use to a community facility for public use (Use Class F.1 / F.2). The change of use of the former Budgens is dependent upon the delivery of the retail park to ensure loss and gain of comparison and convenience shopping floorspace within Helston.
Pre-application advice was sought from Cornwall Council in September 2020 to help better understand the matters associated with the development as well their potential impacts, particularly with respect to highways and transport and upon Helston Town Centre. Discussions have also been held with Helston Town Council regarding the development proposals and use of the former Budgens as well as RNAS Culdrose with respect to the potential impacts upon its land and operations.
